The New York State Division of Criminal Justice Services issued an alert this week to Westchester residents regarding the residency of 36-year-old David Bell, who has moved from an apartment on Courtlandt Avenue to a residence on Franklin Avenue in Mount Vernon.
The Division of Criminal Justice Services has assigned Bell as a level two threat, which means he is at "moderate risk of a repeat offense."
According to the Division of Criminal Justice Services, Bell had "deviate sexual intercourse" with his 16-year-old victim in 2006. He was convicted of second-degree rape the following year and sentenced to 10 years probation. He is now under the jurisdiction of the Mount Vernon City Police Department.
